Depends what you consider eugenic. Some elements to consider:

* IVF users tend to be of higher educational/socioeconomic status.

* People using IVF because of natural infertility problems may be having difficulties because of genetic problems (would be interesting to know how common this is and whether genetically-influenced infertility is associated with other genetic problems).

* IVF is commonly accompanied various forms of genetic screening - if you're making the substantial investment of time, money, expertise, and emotion to go through with the process, you really want to maximize your chances of having a healthy, happy baby. Genetic screening's power to promote health and even enhancement will only grow over time.

i would consider it eugenic if high iq, w.e.i.r.d. people with low mutational load have offspring, ideally not too late in life. based on that as well as your listed points, ivf could be considered slightly eugenic on the whole and maybe more so in the future (though thats just my amateur opinion, i could be wrong here)
